Elsmere has a storied history that dates back to 1886 when real estate developer Joshua Heald transformed farmland into houses, laying the foundation for the first suburb in northern Delaware. The town's strategic location at the intersection of railroad lines made it an ideal place for working-class families to settle, providing them with easy access to Wilmington, the nearby city. Trolley lines were later added, further enhancing transportation options for residents. In 1909, Elsmere was officially incorporated as a town, marking an important milestone in its history.
During the 1910s, the Delaware State Fair Association played a significant role in Elsmere's development. The Association purchased land within the town's limits and established a new fairgrounds. This venue featured a racecourse for horses, cars, and motorcycles, and it was conveniently located south of New Road and Wilmington Avenue, with easy access from the nearby trolley line. From 1917 to 1928, the Delaware State Fair was held here, offering not only agricultural exhibits but also horse and dog shows, vaudeville acts, music, and fireworks. Although the State Fair moved to Harrington after 1928, the grandstand and the races remained until 1943 when the property was repurposed for residential housing.
In 1950, a significant development took place in Elsmere with the opening of a 336-bed Veteran's Administration hospital on the western edge of town. This hospital, the ninth VA hospital constructed after World War II, provided essential healthcare services to veterans and added to the town's significance.
